In Montreuil sur Mer, it happens to be that the mayor is a vampire. It’s a fairly well-kept secret amongst city officials so long as the mayor chooses to uphold his virtuous lifestyle and resist the urge to feed on his constituents…or at least not the unwilling.
When the mayor finds himself in desperate need of a volunteer, Javert becomes the willing.

Summary
It was a crisp and cold day in Montreuil-sur-mer, the winter was finally upon the poor citizens who could be seen scurrying through the streets in a hurry to get home.
"In the end what could go wrong?" thought Valjean, but he knew he was just trying to convince himself. Moreover He was doing a poor job of it, the more he paced around the office the more restless he became. "It's only a normal celebration, nothing you haven’t already done before, nothing new to worry about." Except that even to his ears the words seemed empty and weak. He knew that the problem didn't rely on the celebration per se, the one he was bound to attend in the evening, but rather the cause of such an occasion.
The party was supposed to be just another way of gathering money for the new school in construction, but after the outstanding performance of his chief of police who just two days ago was able to finally track and subdue one of the most notorious criminals whose presence was plaguing the town for weeks, many people decided to honor the man with a dedicated event.
He went to the party of course.

Valjean sprouts angel wings! That's it that's the fic 😇
He wished he could feel bitter, could feel angry or numb - anything but this crushing, unrelenting sorrow, and perhaps the weight of it upon his back was what made his shoulder blades burn fierce like flaring candles, made him feel like his bones were breaking, like something was breaking through.
Compared to that grief, the boy was light.

Éponine smelled the sweet fragrance of roses the first time she awoke. Smells like Heaven, she thought. Roses did not exist in the circles she moved in; she had not smelled them since her childhood, when she had roamed the fields outside Monfermeil with Azelma. Heaven was the only explanation.
She did not open her eyes. The scent of roses faded as she drifted back into sleep, but it did not disappear.
She dreamed of roses that night.-
Cosette saves Éponine from the barricades, and the two women become increasingly close (and a little awkward) in the Fauchelevent household.

In a slightly more modern day France, crime has been on the rise for decades, despite the best efforts of politicians and police. Faced with the potential collapse of civil society, a radical law was passed that turned prisoners into property. The most egregious offenders were often given to the most upstanding civil servants to be punished until deemed fully reformed.
Valjean’s second escape attempt saw him put in the custody of a variety of guards and military officials, none of whom could truly snuff out his rebellious nature. “Wait!” Valjean very nearly shouted again, despairing. “You would have me bear witness to this?”
His voice carried strangely, surrounding Javert where he stood upon the parapet, not quite an echo. It settled warmly in his chest, like sunlight on a spring day to his deciduous heart. He could not account for this feeling. It grated against his misery, teasing at something like hope in his own sorry breast. What a cruel trick it was, to try to steal his hopelessness.
“I did not ask for you to be here,” Javert said, his own desperation beginning to bleed into his tone of voice. “You are free to leave me at any time.”
“Surely you must know I cannot do that.”
“Avert your gaze, then,” he said, near to a growl, “and let me be.”

Months after Valjean pulls Javert from the Pont au Change, they both find themselves without purpose. Valjean becomes hopeless without Cosette to care for. Meanwhile, Javert's growing doubt about his place in the police force leaves him aimless. But Javert and Valjean's lives have always been irreversibly intertwined. As they learn what it means to change and be changed, they may find that their lives are meant to intertwine in a way neither of them ever expected.
In case anyone needed another post-Seine Valvert slow burn ;)

He sleeps in the bed closest to the door, his pistol nestled discreetly under his pillow; he still does not trust Valjean not to disappear in the night with Cosette. It is, however, the darkest part of winter, and there are no carriages because there is snow on almost all parts of the road that don't lead through the deepest part of the dip in between the mountains; the valley where they are nestled.

Javert catches Valjean and Cosette, but things don't go according to plan. It's January 1824 and they are stuck in an inn in a valley in the Alps and there is no way to move forwards.

„Monsieur le Maire,“ Javert bowed to him upon entering. „My name is Javert. I report for duty.“ Then he took his first proper look at him and a row of emotions flashed across his face. Recognition. Disbelief. Doubt. Anger. Cold judgement. Valjean knew his hopes had been foolish. Of course he recognised him!
Desperate to not be arrested, Valjean begs Javert to let him prove to him that he has become an honest man. Javert, longing for the connection they once had, agrees against his better judgement.
