Admittedly, he hadn't planned on solving this along with the Doctor. Maybe he won't come to dread this as much as he had expected.
Or: The Regrator has a terrible fear of being vulnerable, Il Dottore yearns for acceptance, and Pantalone is rapidly relapsing back into his smoking addiction in an effort to run from his problems.

Ninth Fatui Harbinger, Pantalone, is left injured when assailants break into the banking quarters of the palace. As the Harbinger's Doctor, Dottore along with the aid of his Segments see to his recovery; discovering the horrendous scars the pristine Banker keeps hidden away under his fine clothing.
Dottore comes to the conclusion that there might be more to his co-worker then first meets the eye.

However, just because Pantalone and Il Dottore refuse to comment publicly, does not mean nothing is at work, and certainly does not mean that others have taken the same vow of silence. As others pursue their own desires, Pantalone copes with the consequences of his own inaction.

A smile falling upon his lips, he took a great care in enunciating his next words ; “Ling chi.” He peered back at the hostage’s face ever so briefly. Dottore, from afar, could only wish to get lost in the violet insanity of the Regrator’s eyes.

Pantalone finds the man that hi-jacked one of Dottore's mission, then forces the Second Harbinger to watch as he slowly tortures the fraud in retaliation. Unsurprisingly, Dottore is more than thrilled.

There’s a simple deal between them, and it benefits them both.
Their lives are stressful, yet there are few ways to release everything they bottle up. They can’t show emotions in public, can’t show weakness, can’t break the image. They can’t express their frustrations on those who are to blame for their failures — it’s often themselves — and it only makes sense for them to make a deal.
They hurt each other, and it motivates them to go further every time. Pantalone’s words cut into Dottore’s soul, leaving wounds he knows won’t heal for a while. Pantalone knows what to say, and thrives on the pain it brings the Doctor. Dottore doesn’t stop him. It’s in the deal. He takes it out on the Regrator when he can’t keep it inside anymore, leaving scratches and bruises on the banker’s sensitive skin.
