Amano Maya and Suou Katsuya have found themselves intrigued by the Phantom Thieves, and have started their own investigation on the matter.

Summary
A story that only works in the revised C&C series.
Romulan culture in canon is likely different. I don't care. This series predates the reboot movies, and I'm already in an alternate universe. So I looked up names and terms, looked up the culture, but events after the Dominion War, I'm not even looking.
Captain Picard and Counselor Troi go under cover in the Romulan Empire. They find by the end of the mission that nothing about it was as they expected, and the outcome isn't either.
