Summary
In District 12, Adam Parrish volunteers for the Hunger Games as an escape from his own life. The way he sees it, he either outruns his parents abuse by being crowned a victor, or he dies trying. Either way, he will finally break free from the chains of District 12.
In District 2, Ronan Lynch swears to never play the Capitol's games. He's seen what the games have done to his father, Niall, and his brother, Declan. There is nothing that could lure him into volunteering. Until the reaping comes around and Matthew Lynch's name is called.

“I called Blue’s mom,” Adam says before he can ask. “She’s coming by later to bring us some baby supplies.”
Ronan nods, still looking thoroughly spooked. Serves him right. “Shouldn’t you be leaving for work?”
Adam rolls his eyes. “No, I had to call out because my boyfriend dreamt us a baby this morning.”
“Jeez, it was just a question. You’ll scare the kid with that attitude.”

Summary
Every year one male and one female tribute are selected from each district and sent to their deaths. For 75 years, the Games have run unchallenged and unchanged, 24 tributes go in, and only 1 victor comes out. The only vaguely ‘fair’ thing about the system was that you only had to participate once.
After the chaos of the 74th games and the crowning of two victors instead of one, unrest is starting to ripple through the districts. When the additional rule for the 75th games, the third quarter quell is unveiled, what was already bad quickly becomes worse. This year, the tributes are to be reaped from the existing pool of victors.
But this time things are distant, the sparks of rebellion that had been slowly building for years are starting to catch.Among the victors some are willing to resign to their fate, but others choose a different path. In the shadows of the arena a plan years in the making is finally coming together. But with danger in and outside the arena, survival is harder now than it has ever been.
Who will prevail and what will their victory cost?
