Summary
A small indulgence now and again never hurt anyone, Zhongli maintains. Though in retrospect, perhaps he had allowed himself a few too many of them. It's regrettable that he had only realized his error when it had come knocking at his door, presenting him with an expense record that would make anyone quail — even the God of Wealth himself.
“Your expense record this year is nearly ten times your yearly income,” the civil servant tells him. “Could you declare the source of funds for your purchases?”
After minting a small fortune for the purchase of antiques, Zhongli gets slapped with tax fraud charges that, due to a poor cover up attempt by an ever helpful Childe, blows up into accusations of money laundering for the Fatui. Yanfei and the adepti are pulled in and court shenanigans ensue.

“Mr. Tartaglia,” Prosecutor Xiu continues disbelievingly. “Are you again suggesting, contrary to Mr. Zhongli's own word, that you are engaging in illicit sexual relations with him?”
There's a commotion in the second row, and Zhongli turns to see that Xianyun has dropped her coffee.
“He suggested what?!” she demands, enraged.
“No, I’m not,” Childe answers lazily in response to Prosecutor Xiu’s question, “but I must say that I'd dearly love to. Have you ever walked into him by accident? He's firm enough to cause a concussion.”
“Excuse me?” Prosecutor Xiu splutters, shocked.
“I'm trying very, very hard to get into Mr. Zhongli’s bed,” Childe clarifies flippantly, “and that's why—”
Beside Zhongli, Yanfei shoots up, leaping suddenly into the aisle. When Zhongli turns to look, she is attempting to restrain Xiao, who has gotten to his feet. Up on the stand, Childe immediately manifests a pair of hydro blades, sending Prosecutor Xiu diving under her desk in alarm.

Within moments, everyone is seated once more. Up on the bench, Keqing sinks back into her chair with a forceful exhale, massaging her brow.
“Adeptus Xiao,” she begins curtly, “with all due respect, despite your elevated status, I will not hesitate to have you removed should you draw your weapon in my courtroom again.”
“He will not,” Zhongli says firmly.
“And you can personally guarantee that?” Keqing questions coldly.
“I can,” Zhongli confirms. “Xiao, will you disrupt the hearing again?”
Xiao immediately rises to his feet.
“No, sir,” Xiao says, sounding quite stricken. “I apologize for acting out of hand. Forgive me.”
At that, Zhongli allows his expression to gentle, his voice softening as he turns to face Xiao. “I am not angry, my dear Xiao. Do not fret.”
Xiao swallows, and offers a small nod, before finally sitting back down.
“Please,” Zhongli says, gesturing towards the prosecution. “Continue.”

Zhongli, to his credit, looks like he deliberates it for a moment. “No,” he says, as Ganyu wholly expects him too.
“You…” She struggles. “Civilian, Zhongli, you must hand Barbatos to me."
Zhongli glances at her again, then back to the sea. “...No,” He says again, with more thought behind it.Durin rises from the dead, and so, of course, it is Venti's problem. (And then when he decides to take a little nap about it, it becomes Zhongli's problem.) (Which then, of course, makes it everyone else's problem.)
