Summary
Sometimes superheroes save the world. And sometimes they're too late.
Captain America's longtime villain Superia had a plan for revenge. She stopped the Avengers from ever finding Steve in the ice, tore the Avengers apart, and turned the world into her own personal authoritarian dystopia. A team made up of Captains America from across the multiverse came to set things right: they united all the remaining superheroes, took down Superia, and made sure the world would find Steve again.
Tony spent Superia's hellish reign as her prisoner, a suicidally-depressed disembodied brain trapped in a jar for years on end, begging the Avengers to kill him and put him out of his misery. The Captain America Corps instead gives him his freedom, a brand-new body, and even the Avengers -- including his very own Captain America. But Tony's not entirely sure he wants to be here. He's walking wounded, and he thinks some wounds are too deep to heal. He thinks there's no chance the Avengers will ever be what they could have been. He thinks there's no way Steve will ever be the friend and partner he could have been on so many other worlds.
Luckily for Tony, Steve happens to disagree with that.

Zhao Yunlan never expected that, when he finally learned Shen Wei’s secret, it would feel like this.
Zhao Yunlan thought of himself as a capable detective. He knew they had a shared past that Shen Wei wasn’t telling him, one that for some reason, he couldn’t remember. It made Zhao Yunlan nervous. Shen Wei cared about him too much, gave him too much, sometimes looked at him like he was a revered god instead of the twenty-eight-year-old mess of a man that he was, with his ratty shirts and pockets full of candy wrappers. It made him wonder what he was supposed to — and likely failing to — live up to.

Tony glared at his column, trying to come up with better advice than dump his ass. The same person, Loveless in Brooklyn, wrote him every week about, presumably, the same guy. Every week, Tony advised the guy to drop the idiot. Tony had been in enough (failed) relationships to know that it wasn’t worth it to waste your time on someone who didn't want you back. Harsh, but true.
If only he could convince himself of that; maybe then he’d stop sending longing glances to Steve Rogers in the art department and move on with his life.

Zhao Yunlan is new to managing a partnership of equals, but it is clear that his understanding surpasses Shen Wei’s. There are debts that can be exchanged, but this one is too heavy for Zhao Yunlan to ever pay back. And the Black Cloaked Envoy is too used to taking care of himself; he is not used to thinking that someone else ought to take the trouble.
However, Zhao Yunlan is getting good at getting around Shen Wei. He knows his weaknesses, and where they can be weaponised to strike at long-held beliefs about himself and his duties in the world.
There is no necessary conflict between saving the Black Cloaked Envoy for the sake of the good he can do in the world, and saving Shen Wei for himself.
