The man can see how the boy works his jaw, not unaffected by the... taunt.
Iida and Uraraka’s words from earlier are remembered. ‘Mean’. Shouta is beginning to see what they had meant.

Summary
Izuku escapes the lab he's been living in for most of his life and, through a series of events, ends up living on the streets. All is well and good, at least in Izuku's opinion, until a certain excitable blond hero and his tired-looking black haired friend stumble upon Izuku whilst he is doped up on drugs in an alleyway.
They take Izuku to the hospital where they learn his identity and take him back to U.A. with them after he is treated. Izuku expects to be treated unkindly and cruelly by the teachers and principal at the school but finds that the staff can be rather fond of troublesome kids.

Or, Izuku lives in a lab, escapes when he's nine, lives on the streets until he's thirteen and is then adopted by U.A. as a whole.
