Summary
Shouta Aizawa is sent undercover by the Hero Commission to find out what's going on in Refuge, a cult that is rapidly gaining popularity in the media. The cult and its leader, Izuku Midoriya, believe that quirks are mutations, and deserve to be repressed or removed by any means possible.
Soon, Aizawa finds himself surrounded by a group of dangerous, confusing people with a whole series of different motivations. And somehow, every one of them leads to Izuku, the teenage cult leader pulling all the strings.
Aizawa is going to have to be very, very careful to untangle the mystery surrounding Refuge, while protecting his own life and attempting to protect the children around him.

They had him, they finally had their baby bird. There he was sound asleep in Keigo's arms. Touya watched as Izuku nuzzled into his boyfriend with a smile.
He hoped that the change would be easy for his new lover. After all the greenette was constantly harassed for his lack of quirk, and that would never happen in his new home.
Deku was just trying to walk home... A simple cut down an alleyway to avoid a beat down from Kacchan. What he didn't know was that his future kidnapper was waiting for him to turn down that alley, filled syringe in hand.

Hello !! The story behind this is fic is that I got tired of all the stereotypical villain Izuku Midoriya tropes so I made my own. It still keeps some cliché themes, but I like to think this trope is better than the "bad boy ripped has best quirk from all for one" trope. THERE ARE MANGA SPOILERS HERE SO PROCEED WITH CAUTION !!! Also, there are depictions of gore and death, so if these bother you, please leave. I want what is best for your health so if you can't handle gore I think it's better if you find a better fic. Basically quirks aren't really a thing in this AU.
There are a certain few people that have physical differences that are kept a secret and are locked up in hospital wards. Usually these patients are used for experimenting and are all around just not treated very well. Keigo is one of those patients and has a pretty good track record of escaping and getting caught.
But this time he actually got out of the building, but with no where to go he's contented to die out on the streets, at least he's not chained up anymore.
The poor bird, close to freezing and in nothing but plastic shoes and a hospital gown, is found by none other than Dabi/Touya Todoroki. Scarless but covered in tattoos and still the same stubborn ass he's always been, he's determined to take the birdie home.
