Summary
Batman will never admit it, but he did need another Robin. He required the happiness a child brought to his life, both inside and outside the mask. Since the death of his second son, Jason Todd, Bruce Wayne's life had been spiraling deeper into depression and pain, clouding his judgment. He was convinced that little Tim Drake, who lives next door, is nothing but a hindrance to him and will only get himself killed, just like Jason. So he pushes his new Robin away, holds him at arm's length, and refuses to allow himself to care again in a desperate attempt to save himself the heartbreak. That is, until his little bird gets gassed by fear toxin in an old warehouse, and it's revealed Tim's greatest fear is none other than Batman. It shouldn't have taken this much for Bruce to realize he does care, more than his heart can take, but better late than never, right?
Or, Tim finds him self under the influence of fear toxin and doesn't handle it as well as he hoped. Tim's POV

Tim’s pelt was supposed to stay in the safe behind the big painting in the middle of the second-story corridor. Close enough to him that he wouldn’t get shaky and lightheaded as long as he stayed in Gotham.
He was supposed to keep it in the vault, hidden and secure. He was not supposed to pull it on and actually use it.
Because a selkie skin wasn’t meant to be worn and Tim wasn’t meant to take the shape of an animal. His pelt was just an unfortunate side effect of his genetics.Or.
Tim uses his pelt in ways his parents and Bruce would not approve of, and things go sideways real fast.

The whistles were for the Waynes. Tim may have forced himself to be a bird, but it wasn’t his place to force himself into their lives even more. There was a line that Tim still wasn’t allowing himself to cross. He was here first as a crutch for Bruce, now as a tool to help control the crime in Gotham.
OR: Tim doesn't know the whistle code, at first. He ends up wishing that he did know both the code, and how to finger whistle.
