The Penguin used to date Commissioner Gordon! Or I think so at least. There've been a couple posts by ConspiracyGotham that talked about the two's odd relationship, and so I figured this one out! I mean don’t they just act like bitter ex boyfriends? Whatdya think?
GothamiteVillainShipper: Oh, I love this! Maybe Gordon hoped he would change but once he became Commissioner and nothing changed again he gave up and broke it off.
Penguin: James would never date me, and I did not want him to. We met when we were both much younger and he found me pathetic and I found him narrow and short sighted. No love is to be had between us.

ConspiracyGotham is crazy. I don’t even like conspiracy theories. … But I have to admit that some of their theories feel more like facts than theories at this point…
