Megatron's movement was ended before it could begin, when the Council reacted to the increasing number of strikes and protests across Kaon with a violent show of oppressive force-- Which was then inflicted upon any and every community suspected of harbouring such subversive sentiments.
The increasingly restrictive grip of the corrupt planetary government became a monument to the death of revolutionary spirit on Cybertron.
In a society that remains firmly structured around Functionalism, Rodimus is used to pretending as a means of survival.
The first time in a very long time that he feels safe enough to be honest, is when he meets Drift.

The robot (definitely a robot) shifts again and leans down a little closer to her, and each little motion makes this whir and click of mechanical movement that shocks through her. For all that they’re huge and, well, a robot, they seem like they’re lost, out of place.
“Holy shit,” Rodimus breathes. “This is WAY better than just a car.”
A down-on-her-luck Rodimus finds a new car, makes a new friend, and learns a bit of a new language. Oh, and her new car's a giant robot. So there's that, too. All in all, life takes a turn for the better.
