Summary
District 2's victor Clelia Lourdes is a stereotypical capitolite; an airhead who seems to always be at the wrong place at the wrong time. Finnick Odair is focusing on getting his tributes to survive, he can't believe that Clelia is unaware to the unrest simmering in Panem.
Unbeknownst to Finnick, she is just as much as a victim of President Snow and his ruthlessness. When he showcases them as the newest "Starcrossed Lovers" Finnick is forced to reevaluate his view of Clelia as he learns that there is much more to her than what meets the eye.

Alana laughs again, but it's bitter. "Okay, kid. Okay. No, I don't hate you.”
"Really? Your open hostility towards me sends an entirely different message," Oliver says.
"I don't hate you. I just hate what your being here means.”
Oliver frowns, confused. She doesn't say anything else on it, but her gaze shifts past him.Oliver turns to follow it, and it lands on Finnick.
He's inside the apartment, watching them intently through glass doors. He doesn’t flinch away when he gets caught. Instead some sort of pained look crosses his face just for a moment, then he walks out of sight.
Oliver's toes and fingers grow numb again, his heart flutters anxiously like a caged bird in his chest.

But what’s worse is that she’s from those very districts. Two. A place that breeds killers and still she isn’t one. She used to think the others who never went to the academy were safe, since they were in a district full of brainwashed dogs who jumped at the rare chance of “glory” and “fame” but what if this year someone didn’t. What if someone’s name got pulled and there was just silence. No one rushing out of the crowd to be the next capital toy, and instead they were just like all the other districts who didn’t have the advantage of an academy fool. What if for the first time in years, district two didn’t have a female career tribute. What if instead of someone crazy for the games they just got someone crazy. Someone with rage and fury not for the games but for the ones who put her there to begin with. And what if she was the most beautiful thing they’ve seen since finnick. What if she’s subjected to a fate just as bad if not worse than him.

Katniss didn’t even do it on purpose, just the way she is he supposes. Now it was Effie’s turn to be helpless in the world of handling victors and his turn to step in. “Alright sweetheart, look, let’s make it a game then. By the start of the games whoever can get the most sponsors wins. That’s four parties we have to attend anyways.” He shoveled a bite of pie in his mouth like he couldn’t care less about her response.
