Will is, quite frankly, stumped on what to make of this situation. On one hand, Dr. Lecter has, in one afternoon, almost uncovered the truth before anyone in the FBI, even vaguely suspicious of Will's sudden obliviousness to what he would normally notice in a few seconds. On the other hand however, this man sitting across from him is possibly the only person to come close to understanding his design.

Summary
After their frantic escape from the states, their time in Cuba was surprisingly calm. Will is waiting for the other shoe to drop. Hannibal and himself needed the time to heal but knowing Hannibal as intimately as Will does, he knows that their serenity is short-lived.
That is why Will keeps Hannibal on edge. He chose Hannibal and he wasn't going to back down, he can't, but Hannibal doesn't have to know that.

Summary
Prisons have been abolished in America being replaced by forcing criminals into penal labor. They get assigned a handler who can control their every move with the help of futuristic cuffs that punish them with electroshocks if they even think about disobeying an order. It is claimed to be a more humane punishment even with rampant abuse of the prisoners being far too common.
Hannibal Lecter has been in the system for over five years after getting caught as the Chesapeake Ripper and either scared off or downright murdered any handler who tried to control him. The department of justice does not want to admit their system doesn’t work so they send him off to the best handler in the country: Will Graham had never gotten a charge he couldn’t mould into his own design and now he was assigned to break Hannibal Lecter.

It's much easier to sabotage the growing attraction between them than to let it evolve into something serious. It's much easier to remain distant and deny feelings than to be vulnerable in front of each other. But in the end, behind all the spitefulness and venom, there is a mutual desire to be loved.

Will Graham is in the Baltimore State Hospital for the Criminally Insane, courtesy of one Hannibal Lecter. And Will wants payback. He threatens Hannibal with a reckoning.
And then Will has a terrible and wonderful idea- he opts to get back at Hannibal and make him jealous by pursuing a sexual relationship with Dr. Frederick Chilton. Feeling emboldened, Chilton sends the audio recordings of him and Will together to Hannibal to boast of the new development in Will's 'therapy.' Hannibal knows at once Will is the mastermind behind it all. Hannibal is most displeased with his manipulative albeit cunning boy.
Chaos ensues. Will continues to manipulate both Chilton and Hannibal in order to make Hannibal jealous. Will has entered into a dance with the Devil after poking Hannibal's beast and Hannibal is eager to teach Will a lesson and remind him who he belongs to...
