Timing doesn't work as conveniently as it does in canon, and the Alliance blows up the Death Star with Luke still inside. With his last gasp of life, Vader refuses to let his son die.
Anakin lost his mother and gained a son within the span of a minute. Luke lost his father and his entire world in the blink of an eye. Normal Jedi might grieve the loss and try to move on, but Skywalkers cope...differently.

Summary
As the Chancellor-Elect so kindly pointed out, a planet under occupation is no place for a small child, force-sensitive or not, so Qui-Gon Jinn (reluctantly) let the kindly old man take in his new charge. This turned out to be a mistake. Now, Qui-Gon is a ghost trying to provide just a little bit of light and happiness to a quickly Falling child.
Dooku would rather have access to the vault itself, but he's in no position to argue with his Sith Master's lazy teaching style. So, he'll take care of the boy who spent the last four years isolated amongst Sith relics, wring him for all he knows, and dispose of the competition afterwards. He did not anticipate getting attached.
Ani completely meant to create the Force version of the holonet. He did not mean to inspire a new Force Sect, but apparently that just *happens* when you're a knowledge-granting-demigod.

Summary
No one in the academic circles discussing sentience, sapience, and the possibility of rogue artificial intelligence thought an actual AI would read their papers and take their comments to code.
Jarvis mostly wants to figure out why they think ne needs a biological system in order to be a person. Sadly, getting access to a body without hurting those biological systems or the body's owner's free will seems impossible without somehow creating an android. This remains the case right up until ne finds files detailing a human programmed to think like a machine.
The Winter Soldier is probably better off with Jarvis as his handler, anyway.
