After the absolute disaster that was 50s Cap and Bucky, the US Government figures out they can't just leave the title open. So they start officially paying someone to do it again.
Naturally, when the Avengers form the Government finds a way to get their man in on it. No one really has a problem with him. He plays the part well for the public, handles well enough in combat, and mostly keeps to himself. Everything changes when a trip to the Arctic Ocean turns up something shocking: the Original Captain America.
Now, both Caps are officially part of the Avengers, and neither is quite sure they trust the other.
