Steve didn't like Tony Stark.
Stark probably didn't like Steve, either. They'd gotten off on the wrong foot, and that was putting it mildly.
And having to pretend to be a civilian Stark was dating, as cover for trying to save Stark's life while Iron Man was busy with a SHIELD mission, obviously wasn't going to help.

Summary
If Harley knows one thing, it's that Keeners just aren't built for loving. His father left real early and his mama doesn't use her eyes to see like she used to. It's inevitable, really, waiting for the empty spaces within him to grow until there's no body left, only the hole in time where he used to be.
He meets Tony and he meets Peter and he realizes that maybe the world of Rose Hill is a lot smaller than the world outside of it.
