Izuku was 4 when he was misdiagnosed as quirkless. He was 5 when his 'imaginary friends' first greeted him. And he was 8 when he saw his first psychologist.
If Izuku regretted one thing in life, it was seeing that damn psychologist. She wasn't mean by any stretch of the imagination, and she certainly wasn't trying to make fun of him. She was just working with what she had: An 8 year old with voices in his head that are telling him to do dangerous things.
Not dangerous for the average kid. Dangerous for a quirkless kid.
No Izuku, you can't train to be heroes with Kacchan, his quirk could hurt you. No Izuku, you can't join a dojo, the other boys may be too rough. No Izuku, you can't touch the knife, what if you get a cut? No Izuku, you can't be a hero, not with your conditions.
Izuku didn't have a condition, but nobody would believe him. Nobody, but Kacchan. Kacchan would still let him play heroes and help him train. Kacchan believed him.
Kacchan believed that Izuku had a quirk. Izuku was just too smart to not have a quirk. None of his classmates were as smart as Izuku. Izuku could learn everything. It had to be a quirk. Kacchan trusts Izuku and he always will. If Izuku says that voice in his head is part of his quirk, then he believes it.
Years later, everybody believes him just like Kacchan. Because Izuku always had a quirk. The voices were always real. And now he can prove it.

Izuku was was 13 when he finally had proof. He was 13 when his mother apologized. He was 13 when he and Kacchan had the biggest 'I told you so' moment of their lives.
He was was 13 when he could finally be a hero.
He was 13 when he got his quirks.
He was 13 when he truly met Blue, Red, and Gold.
