In this world, there are few things as widely debated as religion.
For most of human history, people have argued about what they believe in. Why my beliefs are better than yours (re: why I am better than you), why what you practice is weird (doing that has never occurred to me), why you should believe what I believe instead (give me power by doing as I say).
Many (read most) wars were started about beliefs, many (if not all) have been damaging and ultimately pointless. But there is one undisputed fact that came from this, one that cannot be doubted.
Human's belief was powerful.

Light grunted a little in his effort as he swung the blade down as hard as he could, right for the the center of his arm.
Twang!
Light's eyes followed the broken tip of the blade as it tinked on the floor a few times before settling, leaving an empty silence in the room. Slowly, Light looked to where he was holding the rest of the knife. The remaining blade was broken and warped to his arm, and as Light lessened his grasp on the handle, it had become apparent his hand had completely crushed it from the force.
Light let the pieces fall to the ground.

Instead of killing L, Light decided to keep him around. As a trophy, of sorts, a reminder of what he's achieved. But L's intelligence poses a problem; even if he kept him tied up all the time, Light's done underestimating him, and he's sure that he'd find a way to get himself free. He keeps him drugged instead. Sure, their conversations are less intellectually stimulating now, but Light doesn't need good conversation when the world recognizes him as their god. Everything's ended up working out wonderfully.
