"A young child standing by her mother’s side just stops. She freezes. The mom tries to move forward in line and the girl will not follow. The woman tugs on her daughter’s sleeve and tells her to “stop acting silly.” She thinks it's a game but The Doctor realizes it is so much worse than that."
The Doctor, working at St. Lukes, is on Earth during Children of Earth, but can't step in to stop it. After everything is said and done, he finds Jack.
This will be a multi part fic about The Doctor during and after the 456 invasion.

Warnings: I will warn that there are scenes of a sexual nature, but this is Torchwood, so you’d expect that and a limited amount of violence.
There have been so many AU stories with pupils that I thought I’d do one with staff instead. The setting is Torchwood High School on the outskirts of Cardiff. There will be characters from Torchwood and Doctor Who and some of my own from other stories and some created specifically for this one. I have used episodes from Series 1 and 2 as a background to the story followed by Children of Earth so be warned. We begin with Ianto Jones first day at his new school, Torchwood High.

(Basically, CoE didn’t happen, Jack and Ianto have left Torchwood formally, although they remain on the payroll as “advisers.” Various characters from CoE are actually in Torchwood. You can probably follow fine if you haven’t read “Shell Shock,” since the action is mostly around Jack and Ianto.)

I am about to talk about some of the things about "Children of Earth" that make it simultaenously very good and really horrible. Top of the list, of course, is Jack/Ianto. Some of that has to do with universals like life, death, and time. But all of that is closely related to the heartbreakingly true, wrenchingly told, and utterly horrifying story that "Children of Earth tells about what is specifically hideous about life in the nation-state in the post 9/11 era. It's going to get long.
