Summary
In an effort to end war, countries have legalized government-sanctioned killings as an outlet for aggressive individuals. In this way anyone who wants to kill can sign up as a Hunter and be assigned a victim, but after they make their kill they must then switch to Victim Status and play victim to another Hunter. Hannibal Lecter has been on many such hunts and looks forward to them. But he’s suddenly thrown for a loop when he’s assigned a victim unlike any he’s had before.
