Summary
UA has a rule—no quirkless students. It was added years ago, after much hemming and hawing about safety concerns and lessening blame in the inevitable circumstance of death. There's no real reason to remove it, not as the percentage of quirkless people plummets further and further.
Of course, this rule doesn't actually matter to Izuku, because he's got an analysis quirk.
As far as anyone knows.
The Plan is simple: have a quirk, become a hero, and avoid anyone who could disprove those first two things.
In hindsight, UA isn't a great choice. And that's before the villains.

When Ilya hands him a $10,000 designer scarf and matching gloves, Shane doesn't panic. He sells them for next month's rent. Any normal person would be terrified. Instead, Shane uses the leftover money to buy a Hello Kitty watch, pastel pink, childish, utterly incongruous with the danger circling him. He wears it to his next night shift without irony or apology.
Ilya notices immediately. He is fascinated.

Shane nudges into that hand, his nose running against the inside of Ilya’s wrist. Wafts of Ilya’s blood fill his nose, sweet with a biting edge. He pulls himself back mentally and berates that ache stinging his gums.
His eyes are shut as he says, “Just reading and thinking.”
Ilya glances at the book at the foot of the bed, “Naturally,” he chides, softness lacing around his tone.
Naturally, right.
Nothing he does is natural. It was never natural the moment he became what he was. Everything about him is questionable— uncanny.

Average height, average brown hair cut into an average look, with big doe eyes and even bigger bags underneath them, a freckled face supported by a frame so thin and frail looking a soft breeze might knock him on his ass. All in all, he was entirely unremarkable in any and every way. Kind of cute, but in the same way a malnourished puppy covered in mud on the side of the road was cute.
