Summary
UA has a rule—no quirkless students. It was added years ago, after much hemming and hawing about safety concerns and lessening blame in the inevitable circumstance of death. There's no real reason to remove it, not as the percentage of quirkless people plummets further and further.
Of course, this rule doesn't actually matter to Izuku, because he's got an analysis quirk.
As far as anyone knows.
The Plan is simple: have a quirk, become a hero, and avoid anyone who could disprove those first two things.
In hindsight, UA isn't a great choice. And that's before the villains.

The Sludge Villain doesn't find Bakugo after escaping All Might, but some other random civilian. There's no series of explosions to draw All Might to the scene of the second attack. It's by pure luck that Izuku stumbles upon them. And Izuku does what he always has when he sees one person hurting another: inserts himself between the aggressor and victim. But not as much as his mother did. Inko was prone to using her fists and venomous words to beat him down, and she was worse than the demons who followed him day and night.
"God does not shine upon you,"
The demons repeated it like a mantra, and they were all right. God hated them all, the fallen wingless angels who he damned for eternity. He loathed Izuku too, the boy who could see them. Izuku was cursed with an uncontrollable Quirk, but he tamed those demons. They were his, and his alone.
God sneered at him, and he smiled devilishly back. God had given the demons exactly what they needed...
Izuku Midoriya. A King.

Izuku was at the delicate and fragile age of four when his life began moving downhill. He was diagnosed quirkless by nearly every doctor in Musutafu, Japan. There was one, however, that gave him hope. He had said that Izuku had a dormant quirk, one that needed to be activated. Little four-year-old Izuku learned just how cruel the world was.
After Izuku’s mother told him that his father was dead, she pushed him harder and harder to activate the quirk. She lost hope with him fast and tossed him away like he was naught more than trash.
After making it into class 1-A of the hero course at UA, Izuku’s life just keeps going downhill.
