Maybe Vecna's back, or something, making him hallucinate, because why else would he be seeing a very much alive Eddie Munson right now? A very much alive Eddie Munson who's staring at him from where he's hunched under his desk, his hair everywhere and his eyes strangely liquid, yelling at him for breaking his records, of all things.
"Evidently not." Eddie says, gesturing a lazy hand over himself and trying a sharp-toothed smile but mostly just looking exhausted and scared.

"What Dazai is generously summarizing," Mori said smoothly, "is that your role is to establish yourself within the League of Villains as a dealer. Introduce the bullet into their network." He paused "Once the heroes become aware of a quirk-suppression weapon, they'll want the source."
"Which is me," Dazai said, from where he'd gone back to examining the ceiling. "And once they want the source badly enough, they stop trying to hunt me and start trying to recruit me. And then —" he spread one hand, "— I'm inside UA, exactly where I need to be."

Regarding how hard it is to get into UA, Dazai’s blood is introduced into the market in a form of a bullet that erases quirks momentarily, in hopes it grabs at the hero’s attention (it does)

And, like any other who wielded absolute power, he was not someone to take an affront lightly. So, when he found himself dangling by the collar at the hands of Japan’s Number One Idiot during what should have been a routine meeting, he couldn’t help but laugh.
