There wasn't meant to have been a security issue.
Tommy had just wanted closure from Dream – an end to the horrendous arc that Dream had put him through. He'd just wanted to close his eyes without seeing flashes of explosions and carnage, to sleep without recurring nightmares of an eerie and smiling mask, to breathe without a heavy pressure resting over his chest.

George’s mouth twists into something unpleasant. In the open night of the balcony, the golden light of the ballroom spills over him, casting shadows over the dips and valleys of his features.
“You know my capabilities better than I,” he says, not without irony.
“I suppose I do,” Dream says softly. The wind rustles between them and he lets it hang, the implication; George is soft, spoiled. He doesn’t belong.

George is thrown off a trade ship in a freak storm, losing his best friend Wilbur. He soon washes up on a beach to see the most gorgeous boy lounging on a rock nearby.

In a strange way, it was peaceful. He knew he should be panicking but it was so quiet, so calm under the water. His shirt billowed around him, brown hair flowing freely. His suspenders had slipped off his shoulders and were now tangled at his legs.
The moonlight shone through the water in beams, spotlights to the horrific scene. He reached up, grabbing for the surface, but it was so, so far. He couldn’t save himself as much as he couldn’t pull down the stars and wear them around his neck.
Maybe this was the best way to go. Did he really have anything more to go back for than Will? No girl, a family that hated him, and an uncertain future.
So George didn’t fight as the waves pulled him down, deeper and darker. Bubbles drifted from his lips, and he knew he didn’t have much time left. His vision was fuzzy and the salt made his eyes sting.

“Oh my god,” Dream breathes, his eyes widening in shock and his chest tightening with fear. The nether portal swirls and gurgles as people in shining netherite step through. Punz, standing in front of everyone, crosses his arms and stares at Dream with malice.
Tommy laughs softly and smiles. “You came!” He pulls Tubbo close by the arm, as if to protect him and project his excitement.
Dream turns to Tommy, seeing the optimism on his ecstatic face. His thoughts run wild; anger mixed with oppressive fear, his aura tinged slightly with regret. He clenches his fists and grinds his teeth, laughing because he doesn’t know what else to do.
He tenses up his brows as he shifts his gaze back to the soldiers. Punz, still staring daggers at Dream, steps aside to reveal--
“George?”

Even behind the mask, Sam has the distinct impression that Dream is grinning at him. “A week and he was begging for my attention, even after I stole and burnt his armour, even after the beatings. He couldn’t stand me leaving him because I was the only one to show up, to pay him attention. It was hilarious.”
Sam is going to be sick.
