Optimus would never let a mech suffer in captivity, Decepticon or not. Blitzwing is not an exception, no matter how confused that sentiment makes him.
Optimus is very much grateful for his morals forbidding him from mistreating prisoners of war when he himself is later captured by the Decepticons.

Summary
After capturing Megatron and returning to Cybertron, Optimus had settled down into a relatively quiet life. Sentinel has been running the planet into the ground in Ultra Magnus' absence, and his most recent ploy to regain favor in the public eye has the Council on edge.
