Perhaps it was some form of divine intervention that attempted to keep him quirkless because a quirked Izuku is a terrifying force indeed.
As Izuku attempts to master this new quirk, much to the distress of all those around him, the villain All for One is forced to come up with an excuse for why he’s now effectively quirkless in this utter mess of crack.
