Loki is not a runt. He's what the Asgards would call an ice maiden, naturally much smaller than the traditional Jotun. But Ice maidens are by far the most fertile (and prettiest). They are also really rare. So when one does finally get born it is given to the king as a mate. This has been tradition for so long that now, only the child of the king with an ice maiden can claim the throne as true heir.
Loki was born right at the end of the war and was given to Laufey as his betrothed. That's why he is marked with Laufey's family scars, it was a part of the ceremony. The final stage of their marriage is the consummation which would have happened when Loki came of age.
Then Odin showed up, totally misread the scars and took Loki away.
Fast forward to the events of the movie, only this time Laufrey sees Loki get grabbed and turn blue. He realises what has happened and grabs Loki off the battlefield to claim him before Thor figures out what is going on.

Summary
After faking his death in the Dark World Loki is free to do what he wants. Instead of leaving everything behind Loki is driven by his thirst for revenge and won't find peace before he destroyed every single one of the Avengers. This time though he won't use violence, but the weapons of the God of Mischief: trickery, deceit and illusion. Loki decides to befriend the Avengers. However they won't know it's him. Not until he is close enough to strike. Unfortunately Loki didn't consider the possibility that he might get too close.

Harry's head hurts and his body aches and his thoughts and emotions are whirling and this whole evening has been even crazier than the usual end of year disaster he stumbles his way into. Voldemort resurrected and now this - a strange, non-human magic user claiming to be his mother?!
“You can’t be my mother - that’s not biologically possible, is it? You’re a man! And if you’re my mother, who was my father? And I’m still not sure I believe you!”
Loki laughs again; it sounds sad and resigned.
“You have many questions, Hávarðr, and I will answer them for you in time.”

Summary
He settles (as much as the god of chaos ever can) and he foresees no near end to his sojourn on Midgard. He is away from his irritating brother, his aloof father and the snide court of Asgard. He has had no near death experiences since coming to Midgard, nor has he needed to rescue others from one. He is learning (one must always make an effort to learn, after all) and experiencing something so wholly different from the boredom of Asgard. Everything is good.
And then he discovers Tony Stark.

Summary
When Loki wakes up with his once-known academic rival, Tony in the same bed and suddenly in their thirties everything they knew at 17 becomes all topsy turvy. This leads both down a confusing and at times nostalgic path that will either prove they've lost their minds in a rare case of folie a duex or they quite literally fell forward halfway into their life. Faced with their adulthood, and seemingly no way out with an impending event date, Loki and Tony try to manage their thirties - hopeful to fall their way back in time to make it to their prom and maybe even graduation.
