Summary
It was never a good plan. The most that could’ve been said for it was that after many days of adjusting and analyzing and adjusting again, as good as it would get. Hardly by the book, but tactically sound. Even Bucky had grudgingly admitted as much, although it was really due to him that Rogers’ batshit idea came close to resembling something of an actual plan in the first place. He never met a strategy he didn’t shred to pieces trying to perfect, James Barnes. Morita always joked it was because he couldn’t help being difficult, being a Brooklyn boy; Dugan knew it was because Barnes hated to see careless oversights cost lives. We can do better, he would say.
Doctor Arnim Zola has been captured by Allied forces. It is, strictly speaking, a victory - but Dugan can't help feeling that the price was too high.

"What’s up?”
Bucky’s shoulder lifts in a shrug. “Just thinking.”
“Really? It’s gonna be that kind of night?” Sam teases, partly to give Bucky a hard time and partly to take his mind off the unpleasant sensation of mud seeping into the creases of his body.
Bucky doesn’t reply right away. Sam can almost guarantee he’s making some sort of face, because what else would an appropriate response from a one-hundred-and-six-year-old supersoldier?
“Just appreciating the irony,” Bucky says, like that clears things up. He correctly interprets Sam’s silence as confusion and adds, “Eighty years and halfway around the world and here I am on my ass in the mud. Again.”
During a stakeout some ten thousand miles away from Delacroix, Bucky remembers, Sam has plenty of thoughts of his own, and they maybe even learn a thing or two... and everything ends up okay for once.

Eccentric was Lieutenant Mereel being curiously absent one day and back the next with a fresh layer of grime on his armor, a new blaster the likes of which weren’t often seen in the Core, and sporting a crooked grin that didn’t quite reach his eyes. Eccentric was Lieutenant Kom’rk - who was rarely seen around Arca - arriving unannounced with his mouth set in a grim line, smelling of ozone and disappearing into Zey’s office with Skirata and Vau without a word.
Scorch knew eccentric, and he knew Alpha ARCs didn’t quite fit the bill."
Featuring Delta Squad, particularly Scorch -who is a somewhat unwilling participant in Vortex's recon shenanigans - and one Alpha ARC lieutenant, who could care less about having a proper plan but happens to have an affinity for knives and a healthy disregard for conventional rules of engagement.
