Summary
When they accidentally cause trouble for the wrong mob boss, Jack and Janet Drake come up with a completely flawless plan: return to Gotham to retrieve their son, fake the deaths of their entire family, then flee to Belgium. Tim can see a number of issues with this, mainly that (1) it's the stupidest thing he's ever heard, (2) his parents are definitely lying to him about something, and (3) Belgium. With all to play for, it's now up to Tim to create a believable narrative and avoid getting caught by any means necessary - even if that means traumatising the odd vigilante or two. He's willing to do whatever it takes to protect his family.
(But... which family?)

Tim hesitated. “I mean—yeah? It’s Christmas, I get it. We did the Christmas Eve dinner thing last night. I thought we'd just... do something like that again tonight.”
Jason made a sound somewhere between a laugh, a scoff, and a cry of anguish. “Dude.”

He tapped the screen again, his face up close in the zoomed camera.
"Whoa, ultra Tim-vision, no thank you. I think I just saw my pimple's pimple. Gross." He zoomed out and grinned at himself. "I don't know if I have ever felt so freaking happy or strong or cool, or well, anything, in my whole entire life."
And it was true. Standing atop a building as Robin. If someone were to look up, they would definitely think he was the real deal and the thought left him beaming. Jumping in place, Tim gave another whoop, punching the air and then bending over into a fit of high pitched laughter. This was all the joy he would ever need for the rest of his existence.
And then someone screamed.
OR,
Tim Drake puts together a very realistic Robin costume for Halloween and gets mistaken for the real deal.

Tony shrugged, lifting his coffee cup up like a toast. “Yeah, well, I never thought we’d ever be able to sit in the same room without trying to kill each other again. Things change, Nat.”
All of Steve’s thoughts come squealing to a record-scratch stop as Natasha’s words catch up to him. The fathering type, she’d said. Fathering? And Tony hadn’t denied it. Not even a little bit. “Wait a minute. Was that… your… son?”

Jason has a plan for his return to Gotham. Steal the clown's old Red Hood identity? Check. Make sure meddling birds know to keep out of his territory? Check. Recruit some homeless youth to keep an ear to the street in exchange for shelter? Check. Take over the Crime Alley drug trade, convince Black Mask to break the clown out of Arkham, murder his Replacement and force Batman to finally avenge him? ...he's still working on it.
His plans are delayed when the homeless kids he's sheltering are joined by a fearful boy with hand-shaped bruises around his neck. Alvin Draper may not want to say who did it, but Red Hood isn't about to let anyone who beats up children go unpunished.
