"Woah there." Wriothesley began, his eyes focused on Neuvillette's desk. "Sorry, you almost knocked over your glass."
Neuvillette wasn't quite listening. Instead he was staring at Wriothesley with wide eyes as, suddenly, the red of his tie intensified and the tone of his skin grew warmer. When Wriothesley glanced over at him, their eyes meeting, Neuvillette sucked in a breath at the brilliant blue of them. It wasn't a sudden change, not really, more like a slow, creeping emergence of vibrant shades of color that Neuvillette had never seen before. It only took a few seconds but, for someone whose entire life had bordered on monochrome, it was overwhelming.
Dragons saw things in muted tones, bordering on grayscale. That was something Neuvillette had always accepted. However one day, a single accidental touch breathes vibrancy into Neuvillette's life, leaving him questioning everything.

Summary
The Iudex died ten years ago, when Wriothesley had only just been released for a couple of months after having just narrowly escaped before the prison revolt gained its full momentum. That's what he said, anyway. Eventually, the Fortress of Meropide became its own autonomous state, closing its gate to the influences and demands of Fontaine. The court floundered without their Chief Justice, and Lady Furina's incompetence only added to the rising tension within the Nation of Hydro.
From where Wriothesley stood, as a bug in the face of a God and her grand machinations, he found himself becoming a lawyer to do... something, at least. A loosing battle was still a battle to be fought.
Who would have thought that Neuvillette would show up again, after all of these years?
[ Fontaine MSQ left me severely disappointed. Here's how things would've rolled out if I was the writer. Fuck Mihoyo. ]

Neuvillette is a Prime Alpha, which means he gets to meet several potential mates in his lifetime. He can choose who he'll eventually bond with. After meeting a flighty Duke with a heart bigger than the ocean, Neuvillette decides not to ruin his life. After all, after the bite, his mate's body, regardless of gender, will adapt to the needs of the Prime Alpha. And the Duke is an alpha, too. An alpha who's unlikely to appreciate the prospect of becoming an omega.
But then suddenly this Duke starts courting Neuvillette as a potential mate, thinking that the Prime Alpha hiding his scent is actually an omega. Well, Neuvillette may be an ancient semi-divine creature... but he's no saint.
Meanwhile, another serial killer is on the loose at the Court of Fontaine, and his victims are all alphas.

But Wriothesley was far from sane, and certainly not normal; his gaze dropped to the Iudex’s thigh, tracing the line at which his boot dug into the soft flesh of his leg. Neuvillette must’ve noticed his stare as he dropped his leg back down again and returned to his original position. The administrator shook his head rapidly to shake away the thoughts, much like a dog shaking off their damp fur after a bath.
“I never saw you visiting our old Admin while I was down here, why am I an exception?” Wriothesley dared asking, leaving his desk with the two cups of tea and sat himself down right beside the Judge.
“Truth be told… I just think you’re quite the interesting character, Mr. Wriothesley.”’
Wriothesley doesn’t know how to dance, and Neuvillette is willing to teach him.

Wriothesley took a few seconds to assess his menacing appearance, then grinned, wrapped his arms around his neck and pulled him into a kiss. A puff of breath against his lips, "No. Go crazy."
That was all the permission Neuvillette needed.
Wake not the sleeping dragon. He might wake up.
Or. Wriothesley is certain that their relationship is a secret. Neuvillette doesn't even know about it.
