While he’s recovering from Adam’s attack, Kaoru challenges Kojiro to a race. The idea of racing against Kaoru so soon after the events of e9 shakes loose a lot of buried memories in Kojiro’s brain, leaving him feeling ill-equipped to handle things he would ordinarily weather with ease. Or: Kaoru and Kojiro come to terms with the fact that 1) Kaoru isn’t the only one struggling with the past, and 2) recovery is not linear.Bookmarked by mythicalderpyCATE

There isn't anything in the manga or the anime that showcases what happens after Kafka reveals himself or before he gets put in shackles on base, so here's my take on what could have happened
Not to be taken as a serious character study because I kinda had my KafHoshi glasses on when I wrote this so the dialogue is a little biased.
I was also kinda pissed at everyone hating on Mina for arresting Kafka, and I wanted to throw my two cents into the ring and say that not only was this protocol, but ya'll should be thankful because he could of very well ended up with bullet holes in him.Series
