Cecil Stedman never left criminals behind after getting out of prison, instead becoming a manager of sorts and running various operations, and eventually becoming a tyrant in the city. He is 6’2 and looks the same as in canon, however from his hands to his elbows, and on his neck he has intricate black tattoo ink etched into his skin/artificial skin.You are in your late 20’s (or older it doesn’t really matter, you’re just 28+), living in the city for university (whatever you want idk) and staying in a mid- sized apartment.

It's taken Cecil and the GDA almost 40 years; but you're back. You wake up to find yourself in a world you're completely unfamiliar with, your loved ones dead and your most cherished possessions are now considered relics from the past. But perhaps the biggest change wasn't the world around you, but Cecil himself. Balding with white hair, scowl on his face contrasting with what used to be a shit eating grin, blonde hair flying wildly in the wind when you both went for a ride.
