Summary
Julian helps the changeling impersonating him.
It wasn’t like the other time, on the Founders’ planet. The connection was much more direct, and there was no point in hiding what was happening. He didn’t have exact control over his- its body. He couldn’t have controlled it anyway; the signal was too laggy, throttled down to a trickle so it could slip through the wormhole disguised as background noise.
Still, it let him leave his quarters and play darts with Miles.
He considered spelling out some sort of message. Nothing overt, nothing that would be obvious in one meeting. Perhaps clustering the darts to one side, or in some other odd-but-not-impossible pattern. The clacking of the dabo wheels stuttered across the connection. Miles lurched from one position to the next, not quite as smooth as he would be in person. He didn’t even know if this was happening in realtime, or if it was some composite scenario the changeling was researching for later. But he could see Miles, and Leeta, and Morn, and even Quark, and they were alive, and the station was peaceful and he was home.

Summary
Really, the conflict starts when Julian gets back from his second involuntary trip to the mirror universe. It was a perfectly reasonable decision to help that universe’s Garak gain political asylum in Julian’s universe. He’d helped him escape… broadly. Well, it was more self-interest than altruism, but everyone deserved a chance to better themselves and staying in his own universe would likely have gotten him killed. Definitely Julian’s being objective and his intimate relationship with his universe’s Garak isn’t influencing his decisions at all.
The only thing that stops the two Garaks from killing one another when they first meet is the fact that Julian is literally standing between them and refuses to back down. The Garaks share three things: mutual distrust, the same taste in stubborn and hopelessly optimistic doctors, and an unshakeable conviction that they are in fact the same person.

While in solitary on Internment Camp 371, Bashir spirals into doubt as to whether he has anyone in his life who really knows and loves him. When he returns to Deep Space 9, Bashir is a wreck, both seeking support from Garak and not being able to receive it. After an intervention from Keiko, Bashir is finally able to see that he has in fact been known and loved all along.

"Garak." It started, voice even, still as metal, but gentle, as if speaking to a wounded predator. "Put down the phaser." It's eyes lifted to his, and Garak knew it couldn't be him, his eyes were more full of stars than the great beyond outside the station, this thing had it all wrong, the eyes looked dull, and as soon as it lifted, it was back in the ground, ashamed. "Please, put it down." it finally pleaded.
The changeling wearing Julian like an ill fitting jacket pleaded softly, and the voice broke all throughout the sentence, Garak had to squeeze his phaser tight and bite down at his tongue again to get his heart to stop to ache.
"Tell me." Garak demanded, and pretended it didn't sound like a plea. "What in the hells did you just said to me?"
"I said..." It tried, eyes refusing to meet his and body bent in on itself as to convey discomfort, finally it raised it's head to look at a point in the wall just behind Garak's head. "I said I love you."
Or: Garak is sure that Julian has been replaced by a changeling once again, and this time, he won't fall for it's cheap manipulation, but the changeling is too good, it almost looks like the real thing.

As if Garak, even with all his experience, could tell if Julian was sincere. He had spent the last months secretly cherishing every sign of of affection and kindness and enjoyment of his company that a changeling could produce. There was no fool like an old one who wanted to pretend to himself that a young man with a kind heart and a good bedside manner returned his affections.

Everyone knows what they say about Federation types, and about humans in particular. Martok has laughed along with all the usual jokes and never once expected it to become… relevant.
