Wanting to not deal with the constant reminder of her husbands absence agreed to put her in the program. There she met Keigo and grew up with him as the governments pet heros.

The shrike is a carnivorous member of the Passerine family of birds. Not a bird of prey as they lack the large and strong talons, but their sharp beaks and neck strength mean they can prey upon lizards, rodents, and other birds larger than themselves as well as their usual fare of insects.
They are known for impaling their prey upon thorns, barbed wire, or other hooked protrusions.
Midoriya Izuku wants to be a hero, and with a quirk like Shrike, he has to give in to his instincts at times to succeed in UA's entrance exam.

There had been some merit in Kacchan’s advice, Izuku thought wryly, to take a swan dive off a roof and pray for a quirk in his next life – because he did have a quirk that time around, even if he wasn’t quite born into his next life in the normal sense.

What if Izuku had a corvid quirk, and the HPSC took interest?
Hawks had only one weakness; his little brother, Crow. And that's how the HPSC liked it. Threaten Hawks, and Crow would obey. Threaten Crow, and Hawks would obey. It was a flawless system, really, even when they decided to send Crow to UA to report back all the secrets Nezu was trying to hide.
Izuku has to learn how to be a normal teenager, all while reporting back to the HPSC about people who consider him a friend. He can handle this, right? He's taken worse missions before.
So why does this one make him feel so guilty?

Age when quirk manifested: 3
Quirk description: Izuku seems to have gotten a power unrelated to his mother's telekinesis or his father's fire-breathing. Instead, he developed a hummingbird quirk. He had the wings, the personality, the instincts, and the various features of a Mexican Violet-Eared Hummingbird. The patient's colorings match this specific species as well. The patient has an abnormally long tongue, measuring about 6 feet. This tongue rolls in the back of his mouth and flattens, only affecting a slight slur to his voice (as most tongue-quirked users have.)
The tip of the tongue holds a flap underneath, this flap allows the patient to drain a person's energy of which the patient licks. Patient's eyes have a special color lens over the top of his pupil, which allows him to see UV light, colors normal humans can't see, and ‘auras'. These 'auras' allow him to see how much energy each person has.
The patient can also see and hear farther than the average person; this can be strengthened.
Izuku is also as skittish as such a listed bird.Or, how bird!Izuku travels the skies in search of a place to make himself finally feel safe.

When Bakugou goes more than a bit too far and later on All Might crushes his dreams, Izuku finally has had enough and takes the ‘advice’.
He wakes up hours later in a pool of his own blood with shimmering orange-gold-purple wings sprouting from his back.

midoriya izuku has always been a good kid. Gotten good grades never disappointed his parents, even had a really good friend he’d play with who was his mom’s friends son, that is until his fifth birthday. Sure midoriya inko and midoriya hizashi were a bit upset their son fell short when it came to his quirk. Izuku was talented and that was his only fault. The greenette was disappointed this was where he fell short and their perfect little family began to fall apart. He was already five and his quick still hadn’t shown signs of developing. That is until one day he began to grow wings on his back. Realizing he had an avian transformation type quirk all hell broke loose in the midoriya household and izukus life was never the same. He’d never see light again…or his kacchan again. That is until his father has no use for him and he’s let go and has to deal with being by himself. At least until he meets hizashi and aizawa and they take him in. And the freckled boy meets someone who’s just like him.

At three years old Izuku’s quirk manifests. He’s ecstatic, it looks so amazing and the wings are so pretty! But his mom and dad don’t like it. Why don’t they like it? Is it because he will have to get new clothes with a mutant quirk? Is it because it doesn’t look like their quirks at all? No one really tells him. But at the end of that faithful day Izuku finds himself alone with some of his minimum possessions, a tear stained face, and a gaping hole in his heart where his parents had once belonged left at an orphanage for ‘troubled’ cases. At three years old Izuku realizes that people are not born equal and kind people could still be cruel.
