Summary
Sigma was surprised as to why they were still alive, why they were not in jail and why they were getting dragged around by Dazai after escaping Meursault.
Realizing the cafe they were in was in the same building as the Armed Detective Agency, a lamp lighted above their head, and suddenly they were offered a job, a home, a new life there.
The office was warm, Dazai was not Dostoyevsky and they were face to face with the very first person who showed them kindness once again.

Summary
After 24 days of enshrouding in the alleys of Yokohama, Sigma has given up all hope of returning to a somewhat normal life. After a lot of hesitation, he decided to turn himself in at a police station as a member of the decay of the angels. He had accepted his fate of living a life in prison, and frankly believed that was fair.
But, his attempt to alter his appearance wasn't very successful as Miyazawa Kenji recognised him at the police station while running some errands. Apparently, they were actively searching for him.
Or, Sigma gets a choice to join the agency.

“I know a card trick,” they blurt. They do not know any card tricks.
“Ooh!” Kenji exclaims. “Show us!”
“I, uh, don’t have any cards,” Sigma replies. Crisis averted, they think to themself. Everyone will forget about it, and no one will know they lied in a moment of desperation.
But then Kenji deflates. The spark leaves his eyes and he pouts from the disappointment.
Sigma panics.
“I can bring some in tomorrow though!” they add with an entirely forced laugh, desperately trying to keep him happy. To their immense relief, it works; Kenji smiles brighter than the sun, and Sigma winces internally.Sigma is the newest member of the Armed Detective Agency, and they're determined to be liked. Whether it be changing their appearance, or spending their first paycheck on ingredients to bake cookies for the others, they think they've got all their bases covered. The idea that the Agency could love them anyway is an impossibility - right?

“To what?” Atsushi asks, picking up his own glass.
“To the stray dogs,” Dazai replies simply, as if there is no other option.
Maybe there isn’t. Atsushi remembers standing on the deck of a ship in the light of the setting sun, years ago, though it feels like yesterday. Clutching a glass of non-alcoholic champagne in his hand, listening to Dazai say those same words.
“To the stray dogs,” he agrees.
Their glasses meet, and a soft clink echoes throughout the room.It's Atsushi's birthday, and he's twenty now. Dazai takes him to get his first drink.
