For Vessel, he can't discriminate between his wildest thoughts from reality - which is rather concerning when an eldritch god has chosen him as Her mouthpiece. But it's not just him who She has wrapped around Her fingers.

It would not have been possible, before. Before Sleep found his First Vessel, before the very first worshipers - perhaps, it would not have been possible even a year ago.
Now, though, Sleep can spread its influence far beyond the borders of his temple, and his power seems to be sufficient enough to try something he wanted to do for a long, long time.
Or, to put it simply, Sleep puts the real void into a black cat.
