Leo trusts Raph.
Of course he does. He'd be stupid not to.
But it's been months since Splinter chose Leo to be leader, so it's up to Leo to make the decisions on missions now. So he does, gradually calling on his brothers less and less as more and more missions go wrong and it's up to Leo to fix them.
Like today's mission, retrieving a creepy totem thing that Leo doesn't know the purpose of or why the bad guys want it. And when the mission goes predictably sideways, he prepares to portal the totem to himself, even if Raph is going after it already.
Until Donnie starts screaming from some kind of invisible attack that Leo can't see, but can gradually feel from his twin. Focused on Donnie, Leo doesn't think about the totem.
Not until Casey Jones shows up.
Casey Jones, who's come back in time with more than just a picture and vague directions.
