Tim was born with the same power as his mother, a fact she hated. While she initially lets him learn about his ability naturally with Jack, she makes him stop when he's 12. If he uses his powers, she tells him, Batman will send him to Arkham to be studied.
So, he finds other hobbies. The manor is filled with his photographs, as is the cork board in the back of his closet.

Summary
The Red Angels gang has made another move in Crime Alley. In response, the mayor has issued a BOLO on the following individuals.
The Red Hood: This new mob boss can be found mainly around crime alley, attacking and sometimes maiming... rapists and abusers? Alright then.
Knight: Reports put this young lady at around the ages of 18 to 25, strangely young for someone in this type of business. We don’t have many pictures but she appears to be a darker skinned teen with defined muscles and an overall tall build.
Genesis: Said to be between 15 and 20, this younger man doesn’t fight as much as the previous two. Instead, he appears to be taking on more of a techy, support type role. Unlike Knight, he looks to be much thinner and on the shorter side, reports place him at around 5’4”.
In more urgent news on the subject, public tensions rise as the precinct gets more and more people call in with fake sightings in order to help the city’s newest criminals.
Will these three be the new villains, or the new heroes? Only time will tell.
