Summary
Installing hidden camera's in every apartment he owns for "security reasons" has given Vox a peephole into the lives of hundreds, maybe thousands. When curiosity draws his eye to an apartment that recently had Angel Dust move in, he decides he'll use his position of power to control, coerce and ultimately break them down until he grows bored of them, then throw them to the wolves for a laugh.
Also there's a slightly lighter Cherrisnake B plot that I swear is relevant to the story and it's conclusion. -
