Summary
Tim Drake never actually wanted to become part of the Robin-Batman-vigilante outfit. No, really. But the last Robin up and died, and now Batman is going crazy, and no one else is doing anything about it, so...Tim decides to become Robin. He might as well, right? At the very least it'll give him something to do while his parents are gone.
Still, Tim's not taking up the mantle until he can put a couple of things in order. Step one? Making sure the Joker can't get it into his head to kill another Robin. Not ever again. (Good thing Tim's not the one with a 'no killing' rule.)
And then after that? Well, after that it's only just a matter of keeping Batman from learning Tim's identity and subsequently chasing him off. Not until Bruce can get back on his feet and pick a new Robin, a real one this time. Easy-peasy.

His life is peculiar but he wouldn't change a thing. When he gets booked for the big Wayne Halloween party, however, he finds himself getting all tangled up with the Waynes, and the more fortunes he tells, the tighter the snare becomes.or: Tim just wanted to scam Gotham's elite, not end up on the Batfamily's watchlist. But it seems they just won't leave him alone..

Tim wakes up inexplicably in his two-year-old body. Which: odd. But just think, how many people would kill to have an opportunity to redo their life! And Tim has so much he wants to change, so much he wants. He wants to feel important to Bruce. He wants to be Dick's favorite. He wants Jason (his childhood hero) to think he's cool. He wants Damian to need him. And really, is it manipulation if his family benefits from it?
Or: He was halfway through the second trash can, when a startled “Good lord” caught him off guard. Tim glanced up, the rhythmic sucking of his pacifier coming to a still at the sight of a black Rolls Royce idling at the side road that lead to Wayne Manor. Alfred was staring at him from the over the car top, aghast. “Master Bruce, it’s not a raccoon.”
From the back seat, Bruce Wayne stared at him. Tim stared back.
Or: Tim is side tracked by his actual childish needs and wants, gets a whole bunch of his nannies fired, terrorizes his parents with a series of petty revenges, is an honest employer of one (1) newly minted murderer for hire, endears himself to – and thoroughly weirds out – the Waynes, and is generally just a petty, manipulative, vindictive, smol boy.

It's not *Tim's* fault Batman slept with his mom sixteen years ago, or Tim's fault that Bruce Wayne regrets signing away his parental rights fifteen years ago, but Jack Drake sure thinks it is. Now Damian is bugging him about cows and family and Jason and Dick won't stop kidnapping him and Bruce is acting like court orders don't matter, like he doesn't have a huge bat-shaped secret to protect from literally the whole freaking world.
Why is Tim the only functioning adult in this situation?
This was supposed to be coated in angst, but it fell in the fluff bucket instead. (So, update, some people are saying this may not be as fluffy as I am advertising it. I plead the 5th.)

Summary
There are a lot of things about Gotham that Jason Todd has never loved. The corruption, the social stratification, the way the rats always seem to have pizza and you don't. But for all its faults, Gotham has one advantage Jason has always appreciated: no ninjas. (Well, no ninjas except Damian Wayne, but no city is perfect.)
Then Tim starts his stupid internship program, and suddenly the city is just lousy with ninjas seeking gainful employment. Okay, lousy with one ninja seeking gainful employment. It's still a 100% increase in total Gotham ninjas now that they aren't allowed to kick out Damian anymore.
If this is Tim's payback for everyone in the family trying to kill him, Jason has to hand it to the kid. Pit Madness or no, Jason would never have gone after the Replacement if he'd known it was going to end in legal paperwork and calls from HR.
That's okay, though. If anyone can prove HR is evil, it's Jason Todd.
