They meet. They befriend each other. Their families befriend each other. Then what?
Or, I made up my own SuperBat canon timeline out of my favourite narrative choices and now you'll endure a fifteen years long slow burn.

"Where is Superman?" Dick asks with a small frown.
"What do you mean?"
"Aren't you dating him?" Dick tilts his head with genuine curiosity. "He should be here taking care of you. I thought Superman helped people, especially his boyfriend."
"What-- we-- we're not..." Bruce starts to stammer, not sure how to even answer this.
"Are you and Superman in a fight?" Dick presses, eyes big, voice dropping into a hushed whisper, "Because when me and my best friend at school fight we say mean things, and then we say we're sorry."
(Or, Battinson trying to be a good parent to Dick while fighting against his feelings for Clark Kent. Dick's there to save the day.)

But Kryptonians say your soulmate will resemble you. You look like you belong in the same House.
Batman encounters reporter Clark Kent, their eyes meet through the cowl and Bruce can see color for the first time.
Clark can't help but noticed that, to spite being from different planets, Bruce Wayne looks a lot like him. Bruce Wayne must be his soulmate! Superman keeps showing up in Gotham to try and speak to Bruce.
But Bruce knows his soulmate is that rando nobody of a reporter from the Daily Planet and has no time for the alien's romantic overtures.

Bruce listened in stricken silence. He couldn’t argue when the proof was right in front of him. All his years, no matter how enervated Kal was, he always looked flawless. Untouched. His skin smooth, unscarred, unchanging.
When they first met, Bruce had envied that invulnerability. Later, he’d found comfort in it. A small, selfish relief that Kal was safe from the world’s harm.
He’d never thought of it as a curse.
Never realized that what he saw as protection could feel, to Kal, like loss.
Not until now.
