Her longtime co-mentor has a plan to lead District 4 to victory just one year after Mags' punishment, but Mags' attachment to Haymitch makes it even more difficult than usual to strike a balance between Career and Rebel. As Maysilee once said, what's the deal with District 4, anyway?
