This is an alternate version of what could have occurred in Cars 3 if Lightning had reacted differently to Storm. In the actual film, he makes peace with the fact that it's simply the age of the next-gen racers, coaches Cruz, and becomes a mature mentor.
However, what if he never matured?
What if he became bitter the officials allowed Storm to compete with him despite Storm being a newer, different design to him?
What if, instead of moving past his anger, he allowed it to stew, and started plotting revenge?
What if he went to an extreme and took advantage of the lax Piston Cup regulations to finally have the #95 beat Storm?
What if he was willing to compromise the safety and the integrity of the Cup just to prove a point?

Summary
Everyone remembers McQueen's banter with Bobby, Brick and Cal. The close finishes they had. The epic battles throughout the 2010s. But just because they were remembered, it doesn't mean they were McQueen's best or most threatening rivals.
