His sole purpose was to serve HYDRA. His only goal was to complete the mission. His ruthlessness was legendary, and his cruelty feared. This man did not fail a mission.
“Asset,” the Winter Soldier immediately looked at the speaker—his current handler, just like Strucker was hers—blank and intent at the same time. “You are to make Wanda Maximoff into an Agent worthy of HYDRA by any means necessary. No permanent damage.” The last was stated almost as an afterthought.
And now, she was his mission.

Will looked over just in time to see, well, himself.
The spectre of himself on the screen was frozen still, wearing a white prison outfit that Will was certain that he hadn’t worn before. What was more disturbing, was the transparent mask covering the lower half of his face, like a muzzle of sorts. His face was startlingly pale, bloodless lips quirked up in a dangerous smile. Will watched, enraptured, as his own dead eyes, devoid of emotion, stared back.
He heard Alana’s soft gasp, but it was distant and hazy.
A chyron at the bottom part of the screen declared the phrase ‘Embrace the Madness’.
That… definitely didn’t help his case. His insides went cold then hot all over as his eyes finally rested on the last line.
Emblazoned in a menacing tone of dark red, was the word ‘HANNIBAL’.

Summary
A different first meeting/role swap AU for Jhin and Hwei.
Jhin has been released from prison and placed into the Kinkou Order as an acolyte, essentially as a sleeper agent awaiting orders. Unfortunately for him, his handler was killed before said orders could be received, and he’s now biding his time, waiting for a new opportunity to perform. Shen is the only one aware of Jhin’s true identity, but is under the (wrong) impression that Jhin’s time in prison has reformed him.
Meanwhile, Hwei is responsible for the destruction of the temple in Koyehn, having accidentally burned down the temple after "losing control" of his paint magic. His masters have decided to send Hwei to live with the Kinkou Order while the Koyehn temple is rebuilt, in the hopes that the Order’s spiritual teachings will help Hwei learn how to control his emotions and magic. During his time there, Hwei develops a crush on Jhin (who now just goes by Master Khada), while Jhin decides to target him for his next performance, intending to draw out Hwei's maximum potential.
