Error is screwing around with the systems and database of the multiverse, until he gets startled by Killer, clipping through the screen, and accidentally accessing the Multiversal Multiverse Center (MMC).
So, obviously, the two of them take the most logical, least dangerous precautions to ensure nothing happens. They tell the Council for later study, and leave the MMC alone.
Just kidding, they drag the rest of the gang through a portal and end up in another multiverse’s Japan and realize they can’t leave.
