Summary
According to the manual, Pyromania is an impulse control disorder. The individual feels the uncontrollable urge to set fire. This urge shall only be reduced after a blaze has been ignited. Then, and only then, will the individual feel relieve. Depending on the person, they might also experience excitement or even aroused looking at the flames.
The important distinction to a simple arsonists is purpose. While an arsonist perhaps hopes for a positive consequence of the fire - like being the hero that helped people out of the burning building or getting an easy job by reporting on the fire first - a pyromaniac's only objective is the fire itself. It is the ignition of the first flame, the beauty of the hot red and orange flickering in the middle of chaos. The individual is completely and utterly fascinated by the fire itself.
"Arsonists," Kon said as he ignited two matches at once. "are like the plague. They abuse the fire to their own benefit, while ignoring the beauty of her flames. Wouldn't you agree?"

Lian's screams rang in Jason's ears. He wasn't sure if she was still yelling or if his brain had just listened to the sound so much that it was still playing echos of the screams like a broken record. From his seat he could see her tears mixing with the blood. Could see the way her chest moved up and down fast as she desperately gasped for air.
"This was fun." Joker remarked. "It has been a while since I last heard the screams of a child. Truly, a heavenly sound, but this pathetic whimpering afterwards…"

Jason woke up in the dark. His senses were distorted by drugs that he didn't take and the familiar high cackle from his nightmares sounded from everywhere. Joker had found him again.

Danny blinked, once, then twice. Then he bursted out laughing.

Summary
It's an open secret that Gotham would change people. Not just their personality. The ones who have gained her favour would be gifted with powers, strength, wit. But she wouldn't create them out of thin air. They’d be little enhancements: A body needing less sleep, a mind that worked at a speed slightly above average or an improved hearing. Subtle and slow enough in their transformation, that the people chosen by the city, would hardly register the shift to their own bodies.
And a hero from another universe was no exception, if he proved himself as worthy. The ability to create webs in his body so he could build himself a home and the ability to have a mental connection with spiders so he wouldn't be too lonely, were child's play for Gotham.
