But they never have, and besides threats have shown no intent to actually do so.
Hawks came to see it as an empty threat. Today, he’s enlightened to the fact that it may not be out of the realm of possibility, and none of the commission's threats are ever truly empty.

It seemed Tommy was left alone and unfazed by Siren’s ability, an ability that no one should be left unfazed from, and no one ever had been, not in the history of, well, ever.

He keeps waiting for it to blink its eyes open.Richie waits. It doesn't blink.
