After the war, Zuko is too busy to socialize so his court takes it upon themselves to host a competition inviting 15 omegas of noble families to fight for a chance at Zuko's hand.

Zuko didn’t think it would be this different.
That the years apart after the war would still leave this kind of connection between them, but it had barely been a glance, a distant gaze caught across the crowded council room, that had his heart pounding like it wanted to escape his ribs.
The gentle sea breeze of his scent carrying straight to him had almost been enough for Zuko to shatter the table beneath his grip and sprint across the room to bury his face tight against it, no matter the audience it would have garnered.
They had at least made it to a storeroom.

When news of the war's end reached the South Pole it was too little too late, at least for Sokka, Katara and their family. At two years later, Kya's death still left them floundering on a cracked foundation as they struggled to cope with growing up without their mother. But the rest of the world rejoiced, and time moved on.
Then, eight years later, the Fire Nation returned to the shores of the Southern Water Tribe, this time bearing a letter from the Fire Lord himself. A request was made for an Omega of high standing to be sent back to the Fire Nation capital of Caldera with the intent of being wed to the Crown Prince. In exchange, gifts of valuable resources would be sent back to the Southern Tribe at regular intervals over the course of a several years.
The only stipulation was the Omega could not be older than the Alpha in question, and at 20 years of age, Sokka fit the criteria. When faced with the possibility of bringing his homeland prosperity for perhaps the first time in decades, well, the answer was clear. Sokka would have to swallow any distaste he still felt for the Fire Nation and allow himself to be wed to a complete stranger, thousands of miles from his home, perhaps never to return.
