With the Quarter Quell looming he makes her a promise, a promise to bring her home. It is a promise he manages to keep, only he doesn't realise just how much they would have to lose before they got there.

And then Finnick Odair comes back to life, or he wasn’t ever properly dead to begin with even though he’d have preferred it.
