Eventually The Avengers ruled the whole world and there wasn't really anything anyone could do about it to stop them considering The Avengers now had full control of every weapons system in the world.
The Avengers could and would do anything and everything they wanted however they wanted to anything and anyone they wanted and there wasn't ever going to be anything anyone that could stop them.
Every once in a while The Avengers decide to exact a pound of flesh, or a few pounds of flesh, from people in the world as part of the "payment" they feel they should be getting for being such benevolent rulers that protect everyone.
